State Geospatial Information Center Introduction

The State Geospatial Information Center is a subordinate institution of the National Development andReform Commission. Its main jobs are to establish management policies and technical standards forthe integration and sharing of geospatial information,to undertake the construction and operation of the national natural resources and geospatial basic information database(NRGSBID), to provide geospatial information products and related services for the government and the community,to guide the construction and application of the localnatural resourceand geospatial basic information database.

The Center, in the spirit of the idea of ‘innovation, service and leading’,focuses on providing service to the implement of the national economic and social development strategy, the general strategy of regional development and the ‘big three strategies’, deepening the research on the major problems in the field of geospatial information, promotingthe cross-sectors integration and sharing and the Civil-military integration, building a service platform for comprehensive application and a national platform for the development cooperation,strengthening the management of the industry,improving the level of the services to the collaborative application, strengthening international exchange and cooperation, and promoting the construction of China Digital Earth and the development of geospatial information industry in China.

The Centerprovides services for macro decision-making, government applications, public and scientific researchbased on the geospatial information resources, which includes systems and service integration, data integration, data mining and analysis, information product sharing exchange, business collaboration.

NRGSBID is one of the four basic information databaseconstructed under National E-Government Projectand the core project of national geospatial infrastructural construction, which followedthe deployment of the General Office of CCCPC (Zhongfa [2002] No. 17) and the arrangement of the office of the informatization work teamof the General Office of the State Council (Guoxinbanfa [2002] No. 28). It was he National Development and Reform Commissionthat led the construction of NRGSBID , and there were 10 other departments that ever participated in the construction, which were the Ministry of Land and Resources, the Ministry of Water Resources, the Chinese Academy of Sciences, the State Oceanic Administration, the State Bureau of Surveying and Mapping, the State Forestry Administration, China Meteorological Administration, Aerospace Science and Technology Group, the PLA General Staff.Now, phase 1 of the project iscompleted.In the past years, we have constructed a basic, strategic geospatial information resource library which was standardized, large-scale and sustainably updating, built a national geospatial information sharing exchange network service system, a national information resources directory Service system and a national multi-source geospatial information large-scale,rapid integration and sharing of application services model,set up the government information sharing service support system which consisted of a data center and 11 data branches, andcreated a joint work system which was cross-sectors collaborated and Civil-military integrated and anatural resource and geospatial information sharing mechanism.

NRGSBID has six major application areas,which include resource and environment monitoring and carrying capacity evaluation, natural disaster monitoring and assessment and emergency response to emergency events, major construction project tracking and benefit assessment, land and space development and regional planning, marine resources development and marine economy development, regional sustainable development.

NRGSBID has used a large number of domestic high-resolution satellite observation data to prepare and publish 17 cross-sectoral, long series of comprehensive Atlas and research reportsto datethat are, , and ,which provided important decision information support to the economic and social development policy-maker.After NRGSBID is completed, the visits to the internet portal, e-government external network, the data center hotspot resource, and other portal/platform resource service calls gradually increase, by whichtimely provides a large number of natural resources and geospatial information resources for all kinds of users.

NRGSBID has integrated and transformed more than 1,500 results and 636 databases. To date, it has 617 thematic information databases, 496 thematic information product databases, 78 integrated information databases, 29 integrated information product databases and 29 integrated information customized product databases, of which the total data size is 705.6TB.

In 2002, according to the ‘Notice of the Transmission of the Guidance Opinions on the Subcontracting the National Informatization Leading Group on the Construction of China's E-government(Zhongfa [2002] No. 17), the National Development and Reform Commission together with other 11 departments set up project construction leading group, which officially launchedthe project.

In November 2004, the National Development and Reform Commission approved the Proposal of Natural Resources and Geospatial Basic Information Database Project (Fagai [2004] No. 3055).

In July 2006, the National Development and Reform Commission approved the feasibility study report on the National Natural Resources and Geospatial Basic Information Database project (Fagai [2006] No. 1346).

In September 2007, the National Development and Reform Commission approved the preliminary design and investment budget of the National Natural Resources and Geospatial Basic Information Database project (Fagai [2007] No. 2409), and the project construction was carried out.

In 2009, standard norms and management methods have been issued, and the engine room environment, network systems and hardware and software environment have been constructed.

In 2011, the integration of data transformation, database systems and switching systems have been completed, and started trial operation. The first application of "2010 China's major natural disaster Atlas" published.

In 2012, the safety system has been constructed. The data center and 11 data sub-centers passed the sub-project acceptance. Thus, the project construction tasks fully completed.

In August 2014, the project completed acceptance, and began trial operation.

In November 2015, the State Commission Office of Public Sectors Reform approved the establishment of the National Geospatial Information Center (Zhongbianban fuzi [2015] No. 101).

In January 2017, the National Geospatial Information Center founded and obtained a Certificate of Public Institution with Legal Person Status.

In May 2017, the State Geospatial Information Center was set up.
